The Purpose of a Child Care Market Rate Study
The Federal Child Care and Development Block Grant (CCDBG) Act of2014 at 42 U.S.C.9858c(c)(4)(B) and the Child Care and Development Fund (CCDF) final rule at 45 CFR 98.45 requires states and territories to develop and conduct either a market rate survey or an alternative methodology to guide them in determining the amounts they will pay for child care subsidies. The CCDBG Act requires the market rate survey or an alternative methodology to be conducted every 3 years. The National Center on Subsidy Innovation and Accountability with the Early Childhood Training and Technical Assistance System of the U.S. Department of Health and Human Services, Administration on Children and Families, Office of Child Care, prepared a series of briefs addressing topics related to market rate surveys.
